Mewtwo is dex 150, Psychic, HP 118, speed 133, physical attack 1.31, special attack 1.55, defense and special defense 90, rarity 5, BST 680, generation 1, legendary. It is outside the 29 quiz starters, not forbidden as a run starter: acquire it, then select it from the collection. Its default move is Confusion.

Kanto has six eligible five-star species. Mewtwo therefore has a base 0.25% chance per ordinary pull (1.5% / 6), outside pity and ten-pull guarantees. The 70th pull since the previous five-star guarantees a five-star, not Mewtwo. A normal rift Mewtwo does not grant its partner on defeat, but an eligible rift Mewtwo has a 1/512 shiny roll and a defeated shiny is captured. The metadata confirms Mewtwo has a shiny sprite; its gacha shiny roll is separately 1/100 after selection.

Mewtwo's Psychic pool includes Confusion's homing projectile, Psybeam's wide beam and Psychic's radial burst; all three are special attacks. Psycho Cut belongs to the same type pool but is a physical boomerang, so it draws on Mewtwo's weaker attacking side instead. The one-time Starting Move purchase costs 400 coins for this partner and allows an eligible opening attack to be selected. That provides a way to start with a different attack shape rather than always opening with Confusion.
